The City of Moorhead as well as other agencies in the F-M area have contracted with Code Red to allow fast notification of citizens in time of emergency.  See some information from the web site (CodeRED® Web) below.

The CodeRED® Emergency Notification System is an extremely Fast Communication Service available for mass Emergency Notifications. CodeRED® employs a one-of-a-kind Internet mapping capability for geographic targeting of calls, coupled with a high speed telephone calling system capable of delivering customized pre-recorded emergency messages directly to homes and businesses, live individuals and answering machines, at the rate of up to 60,000 calls per hour. CodeRED® subscribers control their emergency broadcasts from anywhere in the world via a secure Internet Portal.
